Drawing from extensive experience working with diverse partners and high-profile commercial developments, he understands the importance of collaboration, coordination, and clear communication in achieving project success. These principles form the backbone of GenCore's relationships with municipalities, private developers, and industry partners, fostering trust, consistency, and long-term value.

Beyond technical expertise, his leadership emphasizes people, focusing on building teams that are adaptable, motivated, and aligned toward a shared goal of delivering quality service with integrity. With a robust background in engineering, project management, and construction leadership, Babak has a proven track record of successfully delivering complex EPCM and EPC projects across large-scale infrastructure in the utility, energy, water, mining, and oil & gas sectors in Canada and abroad.

Since joining GenCore in 2025, he has expanded his leadership responsibilities to encompass all phases of major project management from design and planning, engineering, and construction through to commissioning, operations, project controls, as well as contracts and claims management.

Prior to GenCore, Babak held senior leadership roles where he developed, managed, and led multidisciplinary teams, assessed competencies, and fostered collaboration in multi-party environments. He also has extensive experience in contract negotiations, aligning business goals with ISO-certified safety and quality standards, and driving operational excellence while ensuring regulatory compliance.

Babak holds a Doctorate Fellow degree in Engineering from McMaster University, along with advanced certifications in Project Management, Planning, Analysis, and Control from George Washington University, and Managing Projects from McMaster School of Business.

Throughout his career, Dr. Narine has held senior management and executive roles in both Canadian and Caribbean utilities, where he led operations of critical systems, project management, and initiatives in technology integration. His expertise has shaped large-scale modernization efforts such as microgrid development, distribution system operator (DSO) concepts, advanced metering infrastructure (AMI) deployment, and control room transformation. He has also championed safety leadership, regulatory compliance, and training strategies that ensure reliable, efficient, and secure power system operations across multiple jurisdictions.

At GenCore, Dr. Narine leads strategic business development, market analysis, and client relationship management while driving innovation, quality, and performance across multidisciplinary engineering projects. His work focuses on expanding the company's technical capabilities, fostering industry partnerships, and developing best-in-class practices for power utility consulting, asset management, and infrastructure delivery.

Dr. Narine is a published researcher on industry operations and management, with numerous contributions to journals and professional committees in Canada and the Caribbean. He is also an author of two books. He is a foundation member of the Canadian Control Room Trainers Working Group (CCRTWG) and has played a pivotal role in advancing professional standards in system operations, occupational safety, and human performance. His editorial work and leadership in training development demonstrate his long-standing commitment to knowledge sharing and workforce excellence.

Academically, Dr. Narine holds a Ph.D. in Leadership and Organizational Change and an MPhil in Management from Walden University, as well as an MSc in Electrical Engineering (Power Systems) and a BSc in Electrical and Computer Engineering from the University of the West Indies. He is a Registered Engineer, Certified Utility Safety Administrator, and Certified Quality Auditor, reflecting his lifelong dedication to technical excellence, organizational development, and the continuous advancement of the power and utilities sector.
